SVAMITVA is a scheme initiated by the Ministry of Panchayati Raj to provide legal ownership cards, commonly known as property cards or title deeds, to rural households by utilizing drone technology for mapping land parcels.

The primary goals of this scheme are to create accurate land records for rural planning, reduce property-related disputes, enhance the financial stability of rural citizens by enabling them to use their property as a financial asset, determine property tax for rural households, establish the required survey infrastructure and GIS maps that can be used for various departments and support in the preparation of better-quality Gram Panchayat Development Plan (GPDP).

This initiative aims to establish clear ownership of property in rural inhabited areas and cover approximately 6.62 lakh villages across the country, with the project work expected to span over five years.

Eligiblity of Swamitva Yojana

  1. The scheme is applicable only to citizens who own properties in rural inhabited areas.
  2. The property owner should have a possession certificate or any other document proving their ownership of the property.
  3. The property owner should have an Aadhaar card, which will be linked to the property card issued under the scheme.
  4. The property should be mapped and verified by the government authorities through drone survey technology.
  5. The property owner should apply for the scheme and complete the necessary documentation.
  6. The scheme is applicable to both individual and joint property ownership.
  7. The scheme is available for both residential and agricultural properties.
  8. The scheme is available for all citizens of India, including women and people from disadvantaged backgrounds.

What is the Application Process for Swamitva Yojana?

Swamitva Yojana’s implementation involves three phases: Pre-Survey, Survey, and Post-Survey activities.

Pre-Survey Activities:

  1. Permissions for conducting the survey are obtained from concerned authorities in the region.
  2. Organizing Gram Sabha meetings to inform and sensitize villagers about the benefits of surveying methodology.
  3. Identifying and marking all properties, including government assets, individual properties, roads, and open plots.
  4. Demarcating property parcels with the help of ground teams and landowners.
  5. Finalizing the boundary and survey areas and notifying the public.
  6. Obtaining permission for using drones to conduct the survey.

Survey Activities:

  1. Establishing CORS networks and setting up ground control points.
  2. Capturing drone images and processing the data.
  3. Verifying the data and conducting ground truthing.
  4. Generating base maps and preparing digital maps.

Post-Survey Activities:

  1. Conducting the Inquiry or Objection process to verify ownership of land parcels with the help of Gram Sabha, landowners, and existing documents in case of disputes.
  2. Issuing property cards to the legal owners of properties as evidence of ownership.
  3. Distribution of property cards to the eligible villagers.
  4. Regular updates of records and storage of data.
  5. Conducting training and capacity-building programs for government officials to ensure effective implementation of the scheme.

When was the distribution of property cards started by the Prime Minister?

On 11 October 2020, as the first milestone of the scheme, Hon’ble Prime Minister launched the physical distribution of property cards to 763 villages in 6 states (Maharashtra, Karnataka, Haryana, Uttar Pradesh, Uttarakhand and Madhya Pradesh) in the pilot phase Did. Under which property cards were distributed to about 1 lakh property owners. Property card distribution was also started in the state of Uttar Pradesh and Uttarakhand on 26 January 2021.

How to download property card on Digi Locker app?

To download the property card on the DigiLocker app, follow the below steps:

  • Download the DigiLocker app on your mobile phone from the App Store or Google Play Store.
  • Sign up or log in to your DigiLocker account.

  • Click on the “Issued Documents” section and select “National Land Record Modernization Programme (NLRMP)”.

  • In the “Select Issuer” section, choose the State Government or Union Territory in which the property is located.
  • Select your district and use your property owner name or Khata number to search for your property card.

  • Once you locate the property card, click on “Download”.
  • Enter the security PIN sent to your registered mobile number and tap on “Verify”.
  • Finally, your property card will be downloaded on your phone.
  • With the DigiLocker app, you can conveniently store and access your property card digitally without the hassle of carrying physical documents every time you need to prove ownership.
